REGULATION ON THE CENGIZ AYTMATOV CENTER FOR TURKIC WORLD STUDIES AND RESEARCH AT KARABÜK UNIVERSITY

CHAPTER ONE
Purpose, Scope, Legal Basis, and Definitions
Purpose
Article 1 – (1)
The purpose of this Regulation is to establish the principles and procedures governing the objectives, fields of activity, administrative bodies, duties of these bodies, and the working procedures of the Cengiz Aytmatov Center for Turkic World Studies and Research, which operates under the Rectorate of Karabük University.
Scope
Article 2 – (1)
This Regulation covers the objectives, fields of activity, administrative bodies of the Cengiz Aytmatov Center for Turkic World Studies and Research, and the duties of these bodies.
Legal Basis
Article 3 – (1)
This Regulation has been prepared in accordance with subparagraph (2) of paragraph (d) of the first clause of Article 7 and Article 14 of the Higher Education Law No. 2547, dated 4 November 1981.
Definitions
Article 4 – (1)
For the purposes of this Regulation:
a) Advisory Board refers to the Advisory Board of the Center,
b) Center (ATAM) refers to the Cengiz Aytmatov Center for Turkic World Studies and Research at Karabük University,
c) Director refers to the Director of the Center,
ç) Rector refers to the Rector of Karabük University,
d) University refers to Karabük University,
e) Executive Board refers to the Executive Board of the Center.
CHAPTER TWO
Objectives and Fields of Activity of the Center
Objectives of the Center
Article 5 – (1)
The objectives of the Center are as follows:
a) To organize national and international meetings and to facilitate the exchange of information and ideas on all subjects related to the Center’s fields of activity, and to disseminate the outcomes to the Turkish and international public,
b) To establish a Turkic World Documentation Center comprising books, newspapers, journals, brochures, posters, and audio-visual materials published throughout the Turkic world,
c) To cooperate with institutes, centers, individuals, and organizations in Turkey and abroad that conduct research related to the Turkic world,
ç) To organize short-term research and study visits to important centers for Turkic history and culture both within Turkey and abroad,
d) To collect, evaluate, and support studies conducted in Turkey and other countries on topics related to the Turkic world,
e) To study the language, history, and literary works of the Turkic world, as well as its archaeology, art, and contemporary political, social, economic, and cultural conditions,
f) To conduct and support research projects on kin and related communities living across various continents—primarily in Asia, Europe, and America,
g) To cooperate with domestic and international institutions in line with the Center’s objectives and, when necessary, to receive support from them,
ğ) To organize national and international conferences, panels, and symposia; and to produce documentaries, CDs, books, journals, and similar publications,
h) To cooperate with media organizations on matters related to the Center’s activities.
Fields of Activity of the Center
Article 6 – (1)
The fields of activity of the Cengiz Aytmatov Center for Turkic World Studies and Research include all scholarly studies conducted to achieve the above-mentioned objectives. These encompass all historical and contemporary homelands inhabited by Turkic peoples, all Turkic communities that have lived or continue to live in these regions, their cultural and literary heritage—particularly works in language, history, and literature—and the relations between Turkic culture and surrounding cultures.
CHAPTER THREE
Administrative Bodies of the Center and Their Duties
Administrative Bodies of the Center
Article 7 – (1)
The administrative bodies of the Center are as follows:
a) The Director,
b) The Executive Board,
c) The Advisory Board.
Director
Article 8 – (1)
The Director of the Center shall be appointed by the Rector from among Turkish or foreign faculty members of Karabük University holding the title of faculty member in the departments of Contemporary Turkic Dialects or Turkish Language and Literature, for a term of three years. The Director may be reappointed upon the expiration of the term. The Director is responsible to the Rector for the regular and effective operation of the Center.
(2) Upon the Director’s recommendation, up to two assistant directors may be appointed by the Rector from among qualified academic or administrative personnel of the University. Their term of office ends with that of the Director. Assistant directors perform duties assigned by the Director. When the Director is absent, one of the assistant directors acts on their behalf.
Duties of the Director
Article 9 – (1)
The duties of the Director are as follows:
a) To represent the Center,
b) To ensure the orderly and effective conduct and development of the Center’s activities,
c) To convene meetings of the Executive Board, prepare the agenda, preside over the meetings, and implement the Board’s decisions,
ç) To prepare the annual activity report and the annual work program for the following year and submit the approved versions to the Rectorate,
d) To convene ordinary or extraordinary meetings of the Advisory Board when necessary,
e) To organize, coordinate, supervise, and finalize the activities of working groups established within the Center and to submit their reports to the relevant parties.
Executive Board
Article 10 – (1)
The Executive Board of the Center consists of seven members, including the Director and assistant directors. The remaining members are faculty members of Karabük University holding at least a doctoral degree and engaged in academic activities related to the Center’s field of study. They are appointed by the Rector upon the Director’s recommendation for a term of three years. Members whose terms expire may be reappointed. In case of resignation or inability to attend meetings for more than six months due to assignment, a new member is appointed by the Rector upon the Director’s proposal to complete the remaining term.
The Executive Board meets at least once a month upon the Director’s call, with an absolute majority, and decisions are taken by majority vote. The Director chairs the Board; in the Director’s absence, this duty is carried out by the acting assistant director. The Executive Board may establish temporary working groups to implement projects related to the Turkic world and regulate their duties. It acts as an advisory and supporting body to the Director in matters concerning the management of the Center.
Duties of the Executive Board
Article 11 – (1)
The duties of the Executive Board are as follows:
a) To take decisions concerning the management and operation of the Center,
b) To discuss and approve the annual activity report and the annual work program of the Center,
c) To decide on matters related to research, publications, education, and other areas of activity,
ç) To determine the scientific working groups and committees to be established within the Center,
d) To prepare and submit to the Rectorate the long-term scientific and administrative plans and programs of the Center,
e) To evaluate and make recommendations on research, review, compilation, and publication projects proposed by the Center’s staff,
f) To cooperate with domestic and international scientific and research institutions, as well as public and private organizations, foundations, and associations, in line with the Center’s objectives, and to promote mutual assistance and joint projects.
CHAPTER FOUR
Miscellaneous and Final Provisions
Personnel Requirements
Article 12 – (1)
The academic, technical, and administrative staff requirements of the Center shall be met by personnel assigned by the Rector under Article 13 of the Higher Education Law No. 2547, upon the Director’s request.
Entry into Force
Article 13 – (1)
This Regulation shall enter into force on the date of its publication.
Execution
Article 14 – (1)
The provisions of this Regulation shall be executed by the Rector of Karabük University.
